Linda Todor-Newcomb led Cookie to the barn --- Lisbon -- The first time Linda Todor-Newcomb saw Cookie, the 20-year-old Shetland pony was lying on the ground. Cookie's owner, a Washington County man, had tethered the animal to a tree stump to keep it from running away. There was no possibility of that, though. The pony was so dehydrated and starved it couldn't even get up by itself. "The Police Department called me after they got a complaint from a neighbor," said Newcomb, the director of the Wisconsin Horse and Pony Humane Society in Lisbon.
