Governor Tommy G. Thompson reaches to lift a cap that slipped over the eyes of 7-month-old Alison Port during a bill-signing ceremony at the Milwaukee County Courthouse. Alison is held by her father, James Port of Wauwatosa. Thompson signed 14 bills Wednesday, including one that stiffened criminal penalties for convicted drunken drivers who keep driving. James and Traxanne Port's son, Jon, 4, was killed in December in an accident involving a driver with repeated drunken driving convictions.
