1994 Press Photo Elaine Palmer paints over graffiti on building in Third Ward

Milwaukee Institute of Art and Design drawing major Elaine Palmer, a resident of the Historic Third Ward, pushes as hard as she can to cover graffiti Saturday on a building at 144 North Water Street. Students and faculty joined neighbors to help clean up the Third Ward area.
