Two Milwaukee men active in developing a "petition of opinion" drive begun last week by the City Voters Alliance envision results beyond their immediate goal of reducing the budgets of local taxing units. "This is not a short term organization. We plan to continue," said Edward J. Vanderboom, one of the alliance's founders. A petition recently circulated by Walter Heiden seeks legal limits on property taxes. The alliance petition, however, is advisory only.
