A frigid wind gusts across frozen water. Scores of men and boys huddle over small holes bored onto the ice shelf take no notice of the stinging cold. Like a scene repeated on the lakes and rivers by Wisconsin fishermen these fisherman gathered on the frozen Volga River, 60 miles north of Moscow, to pass their time away ice fishing.
