President Reagan promised traders and runners assembled on the paper-littered floor of the New York Stock Exchange on Thursday to "turn the bull loose." Reagan said, " We're bullish on the American economy," and issued a call for radical action tax reform and budget restraint to ease deficit induced economic anxiety. He was the first president to visit the 193-year-old exchange while in office.
