Former Treasury Secretary William E. Simon spoke Wednesday at the Marc Plaza. Simon, who headed the Federal Energy Office in 1973 and is now chairman of the National Energy Foundation, later addressed a Republican fund raising dinner at MECCA's Convention Hall.
