Milwaukee businessman Oliver Plunkett has been ruled by Federal Bankruptcy Judge Charles Clevert not to be owner of a 91-unit apartment building at 1029 East Knapp Street. Plunkett had received a stay in civil actions pending against him when he filed a petition for financial reorganization. The ruling means that the Mutual Savings & Loan Association can proceed with a Circuit Court foreclosure action involving the property.
