Lori Wendt reviews science problems with students taking part in a special program at St. Charles Youth and Family Services. That's why they were referred to this newly created Coordinated Community based Educational and Treatment Initiative. The program kicks in when a Children's Court judge refers a delinquent to it. In reality, the referral is for the entire family. The coordination, believe it or not, is between two bureaucratic behemoths - Milwaukee Public Schools and the Milwaukee County Department of Human Services. It's teaching and treat-. As the children progress, they move into a regular high school. Since the program began in September 1997, 55 youths have been "enrolled" at the agency given first crack at it. St. Charles Youth and Family Serves 151 S. 84th St. Jim Sampson, St Charles president, said the idea didn't work for four of the young people. Three had excessive disciplinary problems and one ran away.
