Senator Charles Percy (Republican-Illinois) told a press conference in Detroit Saturday that he was "not a candidate and would not be a candidate" for national office. Michigan Governor George Romney, who returned Friday from a six state western tour, was with Percy. The Illinois senator, considered a possible GOP presidential candidate in 1968, was in Detroit to give the keynote speech at the Michigan Republican convention.
