The view from the Empire State building is not yet radiant, but the clouds of default have lifted , the financial forecast is fair and the man who helped rescue New York from bankruptcy is saying farewell and returning to private life. Well, it is neither too final a farewell nor too private a life, because Felix Rohatyn has been mentioned for every job from mayor of New York to secretary of the treasury. But the sweetest tribute may be the wave from the kid who washes windshields in Harlem - and the taxi driver who wouldn't accept his fare. "Hands -off government cannot revive the economy".
