1994 Press Photo Snow Storm, Milwaukee Wisconsin, illegally parked cars towed

Illegally parked cars are the target of efforts to clear Milwaukee's snowbound streets. Barry Webster, a supervisor for Vehicle Towing, hooks up a car in the 1700 block of N. Prospect Avenue, Wednesday morning. By mid-morning, police had called for more than 400 vehicles to be towed.
