Outside her office in Milwaukee's new state office building. Miss Virginia Huebner posed without a hat, something she always wears when she leaves her office on business. Miss Huebner is director of the state industrial commission's division of fair employment practices, a position she has held since the division was organized in 1946. Because of her experience in recent weeks she was asked to consult with the United States labor department and the women's bureau.
