1983 Press Photo Inner City Development Project's worker Maria Ortega

The program book of the sixth annual Fiesta Mexicana last weekend included a photograph of an elderly woman clothed for winter's harsh weather and with a microphone in her hand. The photograph seemed out of keeping the festival air of the lakefront celebration.
