Milwaukee County Parks Department workers Dennis Rackowski (left) and Duane Jozwiakowski measured the ice Monday at the Humboldt Park lagoon. The ice's average depth was 5 to 5 1/2 inches. According to Regional Manager Dennis Carey, the department considers 6 to 7 inches safe to skate on.
