Arthur Jones, former president of the League of Martin and former bodyguard to Mayor John Norquist, now a deputy inspector, filed a complaint against Kliesmet for allegedly saying that blacks were not promoted above the rank of sergeant because "they are not qualified." Kliesmet claimed he was misquoted. What he actually said, he later said, was that "Apparently, they are not qualified."
