Washington: Francis Mullen, executive assistant director of the Federal Bureau of Investigation (FBI), who helped shape the procedures for the Abscam investigation, is questioned by the Senate Abscam select committee July 21 on the type of middlemen and con men the bureau used in its undercover investigation of members of Congress. A central topic in the hearings is whether the bureau should continue to be free to stage operations without specific targets already known to be engaged in crime, or whether it should be required to demonstrate that it has information on specific crimes and suspects.
