Job Trainees practiced drafting during a class at New Concept Self-Development Canter Inc. Economic recovery is a rumor to many Inner City residents who are struggling with the multiple effects of unemployment, according to the leader of a training project for the jobless. "I'm seeing depression, anger and frustration," said Craig Mayfield, director of the Dislocated Workers Project, operated by the New Concept Self-Development Center Inc., a non-profit social service agency, at its hillside Office, 636 W. Kneeland St. The project, in its first year of operation, is one of six programs offered by the center. Because of the range of services offered by New Concept, the agency constantly is exposed to problems facing Inner City residents, said agency Director June M. Perry.
