Francis F. M. Hodsoll, Hodsoll is in the somewhat uncomfortable position of heading a federal agency, the National Endowment for the Arts, whose budget has been cut from $143 million, for the current year, to a proposed $101 million for fiscal 1983. But if he felt at all embarrassed or ill at ease in the presence of representatives of grassroots groups whose very survival depends on the policies he is administering, he didn't let on as he spoke of the importance of enlisting the aid of the private sector in funding the arts. He spoke at Wingspread, the Johnson Foundation's conference center just North of Racine, on - Francis S. M. Hodsoll, chairman, National Endowment for the Arts. 69. March 14, 1982.
