Utah Democratic Congressman Allan Howe, (center), flanked by his wife and attorney, vowed 6-18 not to drop out of his race for re-election because of his arrest for soliciting sex from two decoy police prostitutes. He later pleaded innocent to the misdemeanor charge in city court.
