Carroll E Rogers, a senior inspector for the United States Customs Service, stood Friday in the deserted customs hall of Mitchell Field's International Arrivals Terminal. The six stations in the customs hall can handle up to 350 persons an hour. But the terminal rarely gets that kind of volume. In the 16 months since it was built, only 73 flights have arrived there.
