GWEN PROTEST - A motorcyclist roared by about 15 protesters and a police officer during a rally Thursday afternoon at an Air Force communication tower in Mequon. The rally, organized by the Milwaukee-based Mobilization for Survival, was peaceful and no arrests were made. The group is protesting an Air Force plan for another tower in Chelsea, Wisconsin. The towers are part of the Ground Wave Emergency Network (GWEN) system, which the Air Force would use during and after a nuclear attack. Each tower costs about $1.4 million and the Air Force plans 236 of them. About 95 have been built. Susan Modder, a spokeswoman for the group, said the money would be better spent for human needs.
