Washington - Heads Teacher Corp - Richard A. Graham poses today in Washington after being sworn in as director of the Teacher Corps. The corps plans to send teams of teachers to poverty ridden areas. Graham, a native of Milwaukee, has been a member of the Equal Opportunity Commission since its formation in 1965.
