Clarence Lightner, elected 11/6 as the mayor of Raleigh and the second black mayor of a predominantly white North Carolina city, meets with newsmen following his upset win over white businessman Wesley Williams. Lightner said he won on his experience and because voters "didn't believe in being biased."
