The sound of 1,000 feet Shook Milwaukee City Hall Thursday as 500 city workers picketed for a quick settlement in their contract negotiations. FIre fighters, policemen and other city workers wound their way up the building's balconies for five floors after an hour and a half of mass picketing outside.
