1977 Press Photo A Milwaukee Officer Handcuffed a Suspect to a Railing

A Milwaukee officer at the scene handcuffed a suspect accomplice to a railing after Szulczewski took Behling hostage. Police marksmen later killed Szulczewski with three shots.
