Gov. Kohler is presented with a handcarved wooden plate and a book on Lithuania's history by members of a delegation who traveled from Racine to Madison to urge him to proclaim Feb. 16 as "Lithuanian Day" in Wisconsin. Wearing Lithuanian costumes, including amber necklaces, are Miss Lilija Mikalkevicius (left), 21, and Miss Jean Plackaitis, 22. Behind them (from left) are the Rev. Vincent Andriuska, pastor of St. Casimir's Church in Racine; John Simollunas and Stanley Budrys. The governor said he would be happy to issue the requested proclamation, calling attention to Lithuania's goal of independence from Russia, which took over the country in 1941
