The vital State Emergency Board, which controls state purse strings when the Legislature is not in session, will have new faces next year. Gov. Kohler, board chairman the past six years, is retiring from office. Assemblyman Alfred Ludvigsen (R-Hartland), veteran of 11 terms in the lower House, is retiring from the Legislature because of ill health. And Sen. Foster Porter, Bloomington Republican, cannot seel re-election because reapportionment has placed his district into another one.
