Last night, Gen. Catroux (right), Chancellor of the National Order of the Legion of Honor awarded Mr. Spanel (left), president of the International Latex Corporation with the Grand Officer medal. Mr. Spanel, an American industrialist, demonstrated his friend ship with France, donating half a billion dollars, without notifying the press.
