They were inspected by Lieut. Gen. Sir Francis Festing G.O.C. in C. Eastern Command, Included in the ''other Ranks'' serving in the Home Guard as a Private Lieut. Gen. Sir Arthur Dowler (Ret'd). He is 59 formerly Chief of Staff to Viscount Montgomery in Germany. Director of Infantry, War Office and GOC East Africa.
