The Part-time army goes on Parade. ''Eyes of Right'' Private Sir Arthur: Men and women spare time soldiers of the Surrey Home Guard nearly 900 strong went on parade at Kingston this morning. They were inspected by Lieut. Gen. Sir Francis Festing G.O.C. in C. Eastern Command, Included in the ''other Ranks'' serving in the Home Guard as a Private Lieut. Gen. Sir Arthur Dowler (Ret'd). He is 59 formerly Chief of Staff to Viscount Montgomery in Germany. Director of Infantry, War Office and GOC East Africa.
