Rain Washes Out Order of the Garter Procession. The ceremonial procession of the Most Noble Order of the Garter at Windsor Castle today, was washed out by rain. The ceremony was attended by H.M. The Queen, Prince Philip and other members of the Royal Family. Photo Shows: The Earl of Longford, one of the new Knights of the Garter, arriving at St. George's Chapel for today's ceremony.
