They are members of the East-zonal people's police who are now asking for political asylum. only if they succeeded in escaping they then feel safe and are removing their insignia plenty of which is there in the cloth-rooms of the police-offices. Then the former "Vopos" are registered and get the permission to stay in Western Berlin or in the Federal Republic.
