Security Council Fails To Adopt Norwegian Proposal On Malaysian Complaint Against Indonesia: The Security Council this morning failed to adopt a Norwegian proposal asking the Council to "deplore" the incident of 2 September, which Malaysia had brought before the Council in its complaint of aggression by Indonesia, and to call upon the parties to refrain from the threat or use of force and to respect each other's territorial integrity and political independence. The vote on the draft resolution was 9 in favour to 2 against (Czechoslovakia, USSR). The President of the Concil, Platon D. Morozov (USSR), announced that, as one of the negative votes had been cast by an pemanent member of the Council, the resolution had not been adopted. Mr. Sivert A.
