General Assembly Concludes Nineteenth Session: UN 90659, United Nations , New York, 1 September 1964. The General Assembly ended its ninettenth session this afternoon after adoption, without objection, the report of the Special Committee on peace- keeping Operations, which states as the consensus of the committee : (a) That the General Assembly will carry on its work normally in accordance with its rules of procedure ; (b) That the question of the applicability of Article 19 will not be raised with regard to the United Nations emergency force and the United Nations operation in the Congo ; and (c) That the financial difficulties of the organization should be solved through voluntary contributions by member states , with the highly developed countries making substantial contributions.
