Security Council holds first Summit-Level meeting and issues draft declaration on its central role in maintaining world peace and security. United Nations, New York 31 January 1992 â At a time of momentous change, the first Summit-Level meeting of the United Nations Security Council was held today. The meeting reaffirmed the central roles of the Security Council in maintaining world peace and the principle of collective security. Attending the meeting were 13 Heads of State and Government, as well as two foreign ministers, representing the members of the Security Council. The participants issued a declaration that commits them to measures intended to halt the spread of weapons of mass destruction. The declaration also invites Secretary-General Boutros Boutros-Ghali to make a recommendations on ways to strengthen the capacity of the United Nations in preventive diplomacy, for peace-making and peace-keeping.
