Mr. Herter makes a surprise visit to London: Mr. Christian Herter - President Kennedy's special adviser on trade flew into London today after making a dramatic switch of plans on the advice of the State Dept in Washington. He has come to confer with senior Cabinet ministress on the post-Brussels situation. Mr. Herter had been making a tour of European capitals where he had been making known the view of his government in regard to Britain's attempts to join the Common Market - move which it strongly supported.
