COMMONWEALTH ARTS FESTIVAL - TRINIDAD CARNIVAL: The finest and most exciting of the contemporary and traditional costumes from this year's Mardigras Carnival in port of Spain will be on exhibition for a month in the art gallery of the Commonwealth Institute. The exhibition opens on Thursday Sept. 16th and continues until Sunday Oct. 17th, and it is one of the Trinidad and Tobago Governments major contributions to the Commonwealth. Photo shows Lord Balfour of Inchyne and the High Commissioner of Trinidad and Tobago try on a couple of hats during a preview of the exhibition today.
