Cheers. Mr. Scheel!: West Germany's Foreign Secretary Walter Scheel really needed a drink after the hectic party congress of the Free Democrats, where he was re-elected chairman. The drink was offered to him by an Austrian band, well-known to Mr. Scheel who is owing a house down in Austria. The band had taken part in a shows of national costumes in the Bonn area and wouldn't miss to stop by at Mr. Scheel's Bonn residence in order to serenade him and drink to his successful re-election.
