Javier Perez de Cuellar Under Secretary - General for Special Political Affairs: Portrait of Javier De Cuellar who was appointed by Secretary - General Kurt Waldheim on 27 February 1979 as Under-Secretary-General for Special Political Affairs. Mr. Pered de Cuellar was Ambassador of Peru to Venenzuela. From October 1975 to December 1977 he was the Secretary - General's Special Representative of Peru to the UN. In 1973 and 1974 he was his country's representative on the Security Council.He was head of the Peruvian delegations to all session of the General Assembly from 1971 through 1975. Mr. Perez de Cuellar was the first Ambassador of Peru to the Soviet Union from 1969 to 1971, serving at the same time as Ambassador to Poland. From 1964 to 1966 he served at Peruvian Ambassador to Switzerland, and then became Permanent under Secretary and Secretary-General of the Foreign Office until 1969. Mr. Perez de Cuellar joined the diplomatic service in 1944. He is a former Professor of Diplomatic Law at the Academia Diplomation del Peru and Professor of International Relations at the Academia de Guerra Aerea del Peru, and is the author of Manual de Dorecho Diplomatico (Manual of International Law) (1964).
