KGB punish by medicine says Soviet Doctor. The first Soviet psychiatrist to defect to the West, Dr Avtandil Papiashvili, appealed in London yesterday for concerted international condemnation of the punitive medicine used by Russian doctor against dissenters. He described how he had witnessed the forcible hospitalization of people whose only illness was to be critical of the authorities. He said "The abuse of psychiatry in Russia is spreading, and taking on various forms". It has turned into a mechanism for the forcibleregulation of social behaviour." Dr. Papiashvili has called on the World Paychiatric Association holding its sixth annual congress in Honolulu, to voice its outright condemnation of Soviet psychiatric malpractice.
