Policemen "Referees". Yellow Card For Pedestrians: Police in Dusselforf are experimenting with a system - hitherto only seen on the soccer field - that of showing a warning "yellow card". But this time it is shows to pedestrians who cross the roads against the lights. Normally the policemen wear civilian clothes and are equipped with a camera which enables the culprit to be presented with "evidence" on the spot.
