Tokyo Stores Preparing For Christmas Despite Slump: Optimistically, Tokyo's big department stores are dressing up for Christmas, although they are suffering from the lowest monthly turnover since October 1966, when it rose 7%. The decline in demand, results from the Japanese Government's Policy it is is said in increasing public utility changes. Despite a series of Bargain sales held by the department stores in the metropolitan area, a large percentage of shoppers looked but did not buy.
