United States Ambassador to Rome and Prime Minister Scelba sign fifty million dollar treaty â United States Ambassador to Rome Clare Booth Luce and Italian Prime Minister Signor Mario Scelba recently signed a treaty at the Viminale, the Premierâs official residence in the Italian capital. The treaty gives Italy credit of fifty million dollars with which to purchase agricultural necessities, forty million kilos of cotton, two million quintals of grain for spaghetti and tobacco.
