U.S. Secretary Of State Vance Has Talks With Lord Carrington: Lord Carrington, the British Foreign Secretary and Mr. Vance, United States Secretary of State, seen as they are driven away from Downing Street last night after meeting Mrs. Thatcher. In their talks at the Foreign Office the two men discussed the Soviet invasion of Afghanistan and President Carter's call to boycott the Moscow Olympics.
