The two principal decision makers in this question were the Foreign Secretaries of Belgium and Britain, Paul-Henri Spaak and Patrick Gordon Walker. Mr. Spaak had flown to London from Brussels for a day of talks. The outcome of the talks, according to reports, is that Britain and Belgium have ruled out any further outside military intervention in the Congo.
