Waves tossed by Hurricane Flora beat across the beach in front of this row of buildings on the northeast of Cuba. The picture was made by Jay Spencer, chief photographer of the Miami News, who flew through the hurricane yesterday in a small plane to get to hurricane stricken Haiti.
