KANSAS CITY, Feb.13 -- ICY COAT TO FIRE DAMAGE -- Icicles and thick, white layers of ice cover power line, walls, windows and balconies of New Victoria Hotel in downtown Kansas City is shown today after subfreezing temperatures and thousands of gallons of water used in fighting fire covered the gutted building. A fire and explosion last night destroyed the six-story structure. Firemen stood in ankle-deep slush as they fought holding action against the blaze and were still pouring streams of water into smoldering ruins today.
