President Truman presents the "quill" award of the Society of Business Magazine Editors to an old friend, Paul Wooten, Washington correspondent for the New Orleans Times Picayune, at a dinner here tonight. Later the president in a speech bluntly linked Premier Stalin with all dictators who sought "enslavement of the common people."
