Theodore Jacobs, who knows what it is to work "from the outside," is now working within-- on reorganizing the U.S. government. Jacobs, photographed in Washington during an interview, will work on federal reorganization in the Senate. He was director of Ralph Nader's original Center for Study of Responsive Law from the beginning of the Nixon years, the years outside--but even then, he says, there was always inherent "a feeling that something could be done from within." Photo measures 10.25 x 8 inches.
