"I don't want handouts, I want work," says Willis Williams, a 22-year-old Vietnam veteran, pictured here at home in Chicago with his wife and three-year-old daughter. He has had no job for the past six months. Veterans Administration officials say jobs are the single biggest issue with today's veterans. Labor Department statistics show unemployment among young veterans is nearly double the national average. For negroes, the rate is 16.2, about triple the national figure.
